Arena Football League Introduces Billings Outlaws As League’s Inaugural Franchise

 

The Montana-Based Team Joins After Spending Past Two Seasons Competing in the Champions Indoor Football (CIF) League

 

BILLINGS, Mont. – August 29, 2023 – Today, the Arena Football League (AFL) formally introduced the Billings Outlaws as the league’s inaugural franchise, which will play all home games at TDS Fiber Field at MetraPark in Montana.

 

The Outlaws – which are owned by acclaimed attorney Steven Titus – join the AFL after spending the past two seasons competing in the Champions Indoor Football (CIF) league. Prior to playing in the CIF, the Outlaws shined in the Indoor Football League from 2000 to 2010, winning league championships in 2006, 2009 and 2010.

 

“Joining the AFL is a once-in-a-lifetime opportunity for Billings and the state of Montana,” Titus said. “We look forward to continuing to build a winning franchise, showcasing our elite brand of football and competing for multiple ArenaBowl championships.”

 

The team will be coached by Cedric Walker, a former AFL standout who previously coached the Gillette Mustangs in the CIF league. During his 10-year career in the AFL, Walker won an ArenaBowl championship with the Arizona Rattlers and finished his career in 2006 with 522 solo tackles – the league's seventh-highest total at the time of his retirement.

 

Walker transitioned to coaching shortly thereafter, working in a few indoor leagues before coming back to the AFL as a defensive coordinator for the Milwaukee Iron in 2010. He later joined the San Jose SaberCats in the same role, where he helped build the league’s most dominant defense en route to capturing an ArenaBowl title in 2015.

 

Most recently, he served as the general manager and head coach of the Gillette Mustangs in Wyoming, where he led the franchise to two consecutive playoff appearances in two seasons. Titus owned the Mustangs franchise during Walker’s stint, so the pair established a track record of success together.

 

The announcement of the Billings franchise is a new addition to the initial team markets that the AFL announced in mid-July. Earlier this year, the league announced its formal relaunch and return to the gridiron in 2024 with an executive leadership team led by Commissioner Lee A. Hutton III and Deputy Commissioner Travelle Gaines.
